中國共產黨支部工作條例( ( 試行) ) 學習體會
——把從嚴落實到每個組織每個細胞
黨的十八大以來，以***總書記為核心的黨中央高度重視黨支部建設，要求把全面從嚴治黨落實到每個支部、每名黨員，推動全黨形成大抓基層、大抓支部的良好態勢，取得明顯成效。近日，中共中央總結經驗、適應新形勢，印發的《中國共產黨支部工作條例（試行）》以***新時代中國特色社會主義思想為指導，貫徹黨章要求，既發揚我們黨長期積累的黨支部建設寶貴傳統，又體現黨的十八大以來基層創造的好做法好經驗，一個“嚴”字貫穿始終，對黨支部工作作出了全面規范，再次釋放出推動全面從嚴治黨向基層延伸的鮮明信號，堪稱是新時代黨支部建設的基本遵循。作為黨員，近日對新條例進行了集中學習，獲得了一下認識：
一、條例對黨員從嚴要求
據了解，截至 2017 年底，我國共產黨黨員總數達到了 8900多萬。管理這么多的黨員，必須發揮好黨支部的作用，把“嚴”的要求落實到每名黨員。
一是細化支部職責定位。黨的十九大報告指出，黨支部要擔負好直接教育黨員、管理黨員、監督黨員和組織群眾、宣傳群
眾、凝聚群眾、服務群眾的職責，引導廣大黨員發揮

先鋒模范作用。十九大修訂的黨章規定，黨支部是黨的基礎組織，擔負直接教育黨員、管理黨員、監督黨員和組織群眾、宣傳群眾、凝聚群眾、服務群眾的職責。對此，《條例》貫徹十九大報告和黨章要求，明確黨支部“擔負直接教育黨員、管理黨員、監督黨員”的職責，對黨員的要求全面從嚴。比如，《條例》第九條規定了黨支部八個方面的基本任務，指出黨支部要“對黨員進行教育、管理、監督和服務，突出政治教育，提高黨員素質”，“維護和執行黨的紀律，監督黨員切實履行義務”，“依規穩妥處置不合格黨員”，“監督黨員干部和其他任何工作人員嚴格遵守國家法律法規”等等，進一步細化了支部職責，明確了工作重點和方向。
二是完善發展黨員制度。發展黨員是社會關注的一個熱點，《條例》根據黨章要求，明確黨支部要“做好經常性的發展黨員工作，把政治標準放在首位，嚴格程序、嚴肅紀律”，進一步強化了黨員源頭管理，管住了“進口關”。
三是規劃臨時支部管理。此外，《條例》還對臨時黨支部、流動黨員黨支部的職責等作出規定，確保對黨員的教育管理監督無死角，不留空白。
二、條例對組織生活從嚴要求
黨的組織生活是黨內政治生活的重要內容和載體，是黨組織
對黨員進行教育管理監督的重要形式。黨章規定，不允許有任何不參加黨的組織生活、不接受黨內外群眾監督的特

殊黨員。
一是高度重視黨內政治生活。黨內生活政治性淡薄、時代性不強、原則性缺失、戰斗性減弱，是滋生各種消極腐敗現象的一個重要原因。對此，《條例》單列第五章對組織生活作出專門規定，要求黨支部應當嚴格執行黨的組織生活制度，經常、認真、嚴肅地開展批評和自我批評，增強黨內政治生活的政治性、時代性、原則性、戰斗性。同時，明確指出黨員領導干部應當帶頭參加所在黨支部或者黨小組組織生活。

二是完善組織生活制度規定。《條例》第十六條對“三會一課”作出具體要求，指出“三會一課”應當突出政治學習和教育，突出黨性鍛煉，以“兩學一做”為主要內容，結合黨員思想和工作實際，確定主題和具體方式，做到形式多樣、氛圍莊重。此外，《條例》明確黨支部每年至少召開 1 次組織生活會，一般每年開展 1 次民主評議黨員，應當經常開展談心談話，增強黨的組織生活活力。
三、條例對支部建設從嚴要求
重視黨支部、善抓黨支部，是黨員領導干部政治成熟的重要標志。黨支部要建設好，黨員領導干部是關鍵。中央在印發《條例》時發出的通知中明確指出，各級黨委（黨組）要牢固樹立
“四個意識”，把抓好黨支部作為黨的組織體系建設的基本內容、管黨治黨的基本任務、檢驗黨建工作成效

的基本標準。

一是明確抓支部建設各自責任。《條例》抓住“關鍵少數”，在第二十九條明確指出，各級黨委（黨組）應當把黨支部建設作為最重要的基本建設，定期研究討論、加強領導指導，切實履行主體責任。縣級黨委每年至少專題研究 1 次黨支部建設工作。同時，規定“各級黨委（黨組）書記應當帶頭建立黨支部工作聯系點，帶頭深入基層調查研究，發現和解決問題，總結推廣經驗”。
二是強化抓支部建設評議問責。為強化黨員領導干部抓支部建設的責任，《條例》第三十二條規定，抓黨支部建設情況應當列入各級黨委書記抓基層黨建工作述職評議考核的重要內容，作為評判其履行管黨治黨政治責任情況的重要依據。對抓黨支部建設不力、各項工作不落實的，上級黨委及其組織部門應當進行約談。對黨支部建設出現嚴重問題，黨員、群眾反映強烈的，應當按照規定嚴肅問責。
三是強化抓支部建設問題整治。對于少數黨支部軟弱渙散，不能履行應有職責的問題，《條例》第二十八條規定了持續整頓軟弱渙散黨支部工作機制，指出“對不適宜擔任黨支部書記、副書記和委員職務的，上級黨組織應當及時作出調整。對存在
換屆選舉拉票賄選、宗族宗教和黑惡勢力干擾滲透等問題的，上級黨組織應當及時嚴肅處理。”同時，第三十一條規定，“村、社區黨支部工作納入縣級黨委巡察監

督工作內容”。
四是突出抓支部建設述職考評。此外，《條例》還對黨支部書記的責任、義務等作出規定，明確“黨支部書記每年應當向上級黨組織和黨支部黨員大會述職，接受評議考核，考核結果作為評先評優、選拔使用的重要依據”。
